Thats been in force for over 2 years now, but many cars don't state on the V5 that the SVA has been approved, which is whats required to be exempt from that regualtionFound this interesting:

If a vehicle has been issued with a Department’s Approval Certificate (SVA), the
speedometer is only required to be marked in MPH.
