Infact, I think any 2.5 20v Volvo would be as quick as that, without a blower, they are 170ish bhp and can be tuned to 300ish bhp without a turbo
A MG ZT 190 will do it in around 7.6 standard. A decent remap, exhaust and K and N set-p will have you at 210-215bhp instantly, and you can pick one up for between £1000-£1300 with ease.
Would get you to 60 in less than 4 seconds nevermind 8. 2.2 vauxhalls are cheap and around 8 seconds but theres a massive amount of 90's jap and german machinery will do it if you can fund to fix it when it inevitably costs you
RS turbo of any flavour with simple tuning. Fast becaue half of it is rusted away to nothing lol YOu used to see 2wd sapphire cosworths for this money - rough as you like, but would hammer the calibra. Haven't seen any that cheap for a loooooooooong time though.
Mk3 Golf VR6 with 6 branch, full decat system, induction mods and a chip will see around 200bhp....pretty much bullet proof engine and then theres the noise
